I've dealt with them enough to know that this question wouldn't pass appeal due to it being a rant about yahoo rather than a question.
If they were actually a "liberal violation department", then they'd just weed through the questions and throw out the third of them that are obvious rants, insults, and non-questions designed to just shout one's political opinions.
Yahoo answers is just run by some lazy intern or temp. You confuse apathy for a vendetta.

because its open to the public- you're recieving answers from everyone not just a specific group of people who have a great interest in one particular subject. if you want a great answer then its luck as to whether you get it and you have to weed through the crap first in order to find it. Its just that sort of website! you cant expect everyone on here to be serious and meaningful all the time

I would advise going to a solictor, Law centre or CAB, Help the aged also has some info on the subject as does Age concern.
basically though it all depends on whether he's considered to be still capable of making the decision under the Mental Capacity Act this means provided he can understand what's going on and can make himself understood in some way (not necessarily verballythere are many other means of communication) he should be able to give you power of attorney in theory. If he is unable to do this you may be able to apply to the court to grant it to you on his behalf but as I've said you really need to seek professional advice on this one.
actually I am more annoyed that Yahoo answers didn't react to repeated complaints I had about a particular question and every other responder thought the questioner had to be disturbed. You can always appeal a violation decision.
